A message from the Brazilian Minister in Mexico City said W.P. Moats, an American resident, shot and killed two Mexicans Tuesday night while they were attempting to rob his house. It was the fourth time within the last few months that Moats' house had been attacked by robbers, the message said, and he repeatedly has asked for police protection. Moats was arrested, and the Brazilian Minister reported he had obtained his release with difficulty.
He was a merchant, living in Mexico City when he applied for his passport in 1916, saying that he had lived there from 1903 to 1920.

MEXICO CITY - An Ohio man who came to Mexico 47 years ago as a tourist and stayed to become a successful business man, died here yesterday. He was Wallace Payne Moats, 80, formerly of Defiance, Ohio. He dealt in minerals and forest resources.
