Charlotte's father, Francis, was born in Quebec about 1776. He Married Mary Ouderkirk (a sister of William Casselman's wife, Nancy which makes Charlie D. and his wife first cousins) in Williamsburg township in 1809. Some sources say that the Garrows were Scotch loyalists from Schoharie, NY.
Hattie remembered Charlotte as being a "little French woman".
