Son of Joseph Turner and Mary Jewett, he was educated in the Friend's School of Baltimore.
He first married Anna Shute Robinson of Richmond, IN on 8 Oct 1879. She was born 31 Mar 1855 and died 19 Nov 1880 in Indianapolis. They had one daughter, Anna Lucille 31 Jul 1880 - 7 Nov 1880.
His marriage to Nettie was his second, and he was described as a Baltimore Quaker. His brother-in-law was Will Price of Price and McLanahan architects.
In 1902 he was elevated to 3rd vice president of the lines west of Pittsburgh, rising to second vice president in 1907, and Vice President of Pennsylvania Railroad by 1920. In 1905 he commissioned a house in Pittsburgh's east end from Price and McLanahan.
Listed in 1910 as vice-president of the railroad (57, MD) with his wife and 3 children, with 2 servants.
Listed at 5220 Ellsworth Ave in Pittsburgh in 1913 with his wife, son James Jr and daughter Anna.
He retired in 1923, at age 70, after 53 years with the Railroad.
