According to Richard Scarborough, this is the Joseph Scarborough who signed the pension papers for John Wells, Jacob's son along with John's brother Joseph.
Listed in 1850 as Joseph Scarborouh (32, PA) a laborer, with his wife Mary A. (23, PA) and son Johnston (3, PA). Living with them is her brother Levi Johnston (19).
He is listed as Jos Scarbrough (40, PA) in 1860, living in Mt Vernon, OH and working as a Hotel Keeper with his wife Mary (33, PA) a landlady, son J. (Johnston - 15, PA) and daughter E. (5, OH).
Son Johnston died in 1862 and is buried in Mound View Cem with his parents.
By the 1870 census they had moved to Newark in Licking Co, where he is listed as Joseph Scarboro (47, PA) a Eating-House Keeper, along with his wife Mary (42, PA) and daughter Ella (15, OH).
Daughter Ella died in 1874 and is buried in Mound View Cem with her parents.

Misc. Notes
Her obituary says she was the wife of Joseph Scarborough and that the family resided in Mt. Vernon and she died in Columbus at age 86, buried in Mound View Cem. after a service by Rev. J. H. Hamilton. Further, it says she was the sister-in-law of John Scarbrough of the St. James Hotel.
