Was named "Governor" for his (great) uncle Breckenridge, who was the governor of PA, according to Richard Scarborough. He was a minister, and a gambler who seemed to be in and out of trouble. Married Katherine Swales in 1862, and had children Mary Eliza (1864), Pearl (1866), Blanche (1870), and Paul (1874) - all born in Ohio.
He is listed as John B. Scarbough (41) in the 1880 Iowa census, as a Wagon Maker along with his wife and 4 children.
He signed some of the pension papers for Joseph Wells (my gg grandfather) while he was living in Dayton in 1886. He was also listed as living (at one time) in Grants Pass, OR.
