William was the older brother of Edgar, born 1906 in Odessa, Ukraine. All the records show him as being born 2 Mar 1905 in New York, indicating that his parents returned to Ukraine early in their marriage. That is reflected the census, WWII draft registration, and even his death record.

With his parents at age 25, NY in Manhattan in 1930, working in a hardware store.
Married Etta Stern (1905, CAN) on May 3 1932 in Los Angeles, had daughter Ona in 1935.
They were divorced soon after, as he was remarried to Coralie E. Hanes and living in Los Angeles on Wishire Blvd in the 1937 city directory. Then listed in Phoenix for the April 1940 census, working as a boiler inspector for an insurance company. The 29 June 1940 Phoenix Index had a photo and article on page 4, saying “William R. Carter - prominent coast businessman who returns this week to Los Angeles after an extended business trip which included a conference in Washington with Secretary of State Hull.”
When he registered for the Draft in Oct 1940 he was living with his mother in Santa Monica, working for Acme Hardware.
He and Coralie are listed in Los Angeles in 1950, where he is working as a mechanical engineer for a casualty company.
William was apparently married again after Coralie’s death.
