He applied for Citizenship on 7 Apr 1916 in New York. And registered for WWI draft in Sept 1918, living in Manhattan.
His 1920 passport application was to go to Copenhagen, where some $25,000 of goods had been stuck for a year. The application noted his original name was Katoschinsky, that he graduated HIgh School in Russia and attended the University of Literature & Arts in France and Switzerland.

Oscar M. Carter, of Los Angeles, who recently purchased the Loud Gerllng packing-house in this city, has arrived In Pomona to take personal charge of the business. He has been in the export business for some time and has business associates all over Europe. It Is his intention to ship dried fruits and nuts to all porta of the world where a market can be secured. He will Install a drying plant and later it is expected he will add facilities for packing and shipping fresh fruits as well.
This business was established by Loud Gerllng more than thirty years ago and in recent years has specialized in walnuts. Mr. Carter will handle all kinds of fruit and he plans to operate the packing-house the entire year.
Oscar’s 1920 Passport has birth date and place as Minsk, Russia, lists him as in the import/export business and traveling to Denmark and Holland.
He is listed in the 1920 census twice - as a married merchant lodger in Manhattan, and with his wife and sons in Los Angeles.
The family is listed in New York City in 1925, Oscar (41) in the export businss, Paula (38) an actress, William (20) doing mail order, and Edgar (19) in college.

Osher (Oscar) Carter, also known as Kartozhinsky (Norvezhsky), was born on February 26, 1882, in Lubcha, Belarus to Movsha Kartozhinsky and Khaya Solz. His father, Movsha, was bom circa 1863, while his mother, Khaya, was born in 1863. Osher had five siblings: Mark (Meir- Mordekhay), Israel Tzadok, Sonia (Sarra, Rosa), Noy (Noakh), and George (Georgi, Isaac, Izya). He married Paula Saas, who was born on March 10, 1881, and together they had two sons: William Ralph and Edgar.
Throughout his life, Osher lived in various places. Initially, he resided in Belarus until at least 1895. By 1896, he had moved to Pushkinskaya Ulitsa, 159, Rostov On Don, Russia. In 1914, he lived briefly at Læssøesgade 1, Hos Hansen on August 6, 1914, before moving back to Saint Petersburg, Russia until November of that year. He then immigrated from Copenhagen in November 1914 and arrived at Ellis Island, New York on December 2, 1914. Later records show him residing in Los Angeles Township Los Angeles City Precinct 474, California in 1920, and by 1930, he was living in Manhattan, New York.
Professionally, Osher worked as a journalist and writer. His life came to an end on July 28, 1933, when he passed away at age 51 in Los Angeles, California. He was laid to rest in Mount Zion Cemetery, Los Angeles County, California.

In 1950 Pola is listed alone (69, RUS), still in Santa Monica.
