His delayed certificate of birth was recorded 17 Jan 1942. It lists his birth as recorded in a family bible. It is substantiated by his sworn statement and a life insurance policy by from Missouri State Life Insurance Co dated 2 Nov 1914.
He settled in Swallows in 1892, near the Pueblo county line. He is a liveryman, living alone on Main St of Cañon City, CO in 1900.
In 1910, both he (36, IA marr 9 yrs) and his brother Simpson were listed with what is assumed to be their work crew in Precinct 29, Pueblo County, listed as married boarders living with the Wilkinson’s, doing teamster work.
In 1920 he is renting in Portland, age 46 with his wife and two children. He worked as a headgate Foreman for the C.F. & I. (Colorado Fuel & Iron) water canal east of Florence since 1911. In 1930 he was working as a laborer at odd jobs, and in 1940 he was the Area Superintendant for the Irrigation company.
At the time of the delayed birth certificate (1942) Halbert was living in Florence, Fremont Co, CO where he had been since 1929. He suffered a stroke on 30 Aug 1943 and steadily declined after that, until his death. He was a member of A. F. and A. M. (Masons) and the Royal Gorge Grange of Cañon City.
